Vice President for Finance & Admin.

Mr. Garcia joined Texas A&M International University in January of 1980 as the Director of Physical Plant. For a short period of time he also worked in Purchasing and in the Business Office. In May 1980 Mr. Garcia was promoted to Business Manager and served in that capacity until September 1988 when he was promoted to the newly established position of Vice President for Business and Support Services. In 1991, he assumed the position of Vice President for Finance & Administration and is currently responsible for the Office of Vice President for Administration, Business Office, Physical Plant, Human Resources, Campus Police, Purchasing & Support Services, ID Card Office, Payroll, Bookstore, Food Services, and Athletics. Additionally, he assists the President with legislative affairs and other external activities. Mr. Garcia served as Interim President of the University from January 1, 1996 to July 31, 1996.

Mr. Garcia has served as President of the Texas Association of State Senior College and University Business Officers (TASSCUBO), President of the Southern Association of College and University Business Officers (SACUBO), and Board Member National Association of College and University Business Officers (NACUBO). He has participated as an accreditation team member on visits to several universities with the Southern Association of Colleges and Schools (SACS).

He is past President of the United Way of Laredo and past Chairman for the State Employees Charitable Campaign (SECC), past Board Member and Co-chair of the Military Affairs Committee of the Laredo Chamber of Commerce, Board member and Founding member of BorderFest, President of the Kiwanis Club of Laredo (1983), Kiwanis Lt. Governor Division 26 of the Texas/Oklahoma District (1991-1992), Currently serves as a Board member of the Laredo Development Foundation, United Way of Laredo board member, United Way of Texas board member and Advisory board member of Mary Help of Christians School.

Mr. Garcia retired from the U.S. Army with the rank of Major having served in numerous staff and command positions, in the more than 25 years of service; to include service in Korea, Vietnam and Latin America. Significant assignments included: Infantry Unit Advisor in Vietnam, Special Forces Group in Panama, Military Observer in Honduras with the Organization of American States (OAS), and Executive Officer, 1st Bn (ABN), 504th Infantry, 82nd Airborne Division. Significant military schools included the Infantry Officer Candidate School, Parachutist Course, Jumpmaster Course, the Infantry Officers Advanced Course, and the Command and General Staff Course.

Mr. Jose Garcia was born and raised in San Antonio, Texas and attended public schools graduating from Brackenridge High School. After enlisting in the U.S. Army, Mr. Garcia attended Monterey Peninsula College, Monterey, California; Puget Sound University, Tacoma, Washington; and obtained a BA degree in Political Science at Columbus State University, Columbus, Georgia. He is a graduate of the Governor's Executive Development Program, LBJ School of Public Affairs, The University of Texas.

Mr. Garcia is married to the former Gloria E. Cruz, has three grown children; Joseph Anthony Garcia, Veronica Ann Garcia-Lopez (Spouse, Eddie Lopez, III), Dr. Philip Edward Garcia (spouse, Dr. Emily Eilers), and two grandchildren; Nicolas Robert Garcia and Alexander Philip Garcia.
